on October 30, Apple released a Rosetta package for macOS 14.1 23B2073, that's probably the macOS version that would ship on M3 Macs out of the box and the package is because they need an exactly matching rosetta build number

on November 1, they released InstallAssistant.pkg + ipsw + Rosetta for macOS 14.1 23B2077, for M3 Macs

it's common for new apple silicon macs to ship with an old-ish build from a separate "HW" branch, that there is no download for, but I don't think I have ever seen them ship a *previous major version*
