If I wanted GLSL 1.40, would I have to implement all the things listed there? Or can nir polyfill some of those? Is it even possible to implement all that?

DPA: I think that the list is not up to date. I think I have some time later the day to update the list. The missing parts would be needed to implement to expose GLSL 140

DPA: for testing only you could use MESA_GLSL_VERSION_OVERRIDE=140 env var

austriancoder: I tried that in an attempt to get stuff like the ogl renderer of melonds, or dolphin running, but it wasn't quiet enough to make it work.
