ammen99[m], if pointer focus is not on any surface according to wl_pointer.enter/leave, then no, a compositor should not be sending any pointer motion or other events to that client.

ammen99[m], for implicit grabs, I guess it depends on what the grab does. Either the compositor does not wl_pointer.leave and sends events, or it leaves and does not send events.
