they are possible, you just need someone with admin/mod permissions on the matrix side

(also works by just giving op to a [trusted] matrix user from the IRC side so they can do it)

(side note - you can also set up a "forward" to a new matrix room using a so called tombstone event - it'll prevent anyone from talking and point to the new room at the bottom)

I'm not sure, I think the bridge gives matrix mod powers if the irc user has mod as well and mod might be enough to be able to set the picture
