Nothing to do with the GPU, the extension is supported on all of them.

How efficiently the import for different formats is done depends on the GPU features, however.

E.g. you can do a very efficient NV12 import on a GPU with linear texture support, as you just interpret the panes as linear texture with R/RG format and do CSC in the shader. Without linear texture support things get horrible, as you would need to copy the planes into tiled GPU memory and the older RS engine (again nothing to do with GLES level, but just GPU features) can't do single byte formats, so you would need to tile the Y p

I remember pH5 recommending other texture types over GL_TEXTURE_EXTERNAL_OES because of the situation with the tiled texture copy
