Anecdotally, back when I was on a CG-NAT ISP network (small IPv4 addr pool shared by many more customers), I kept getting captchas all the time, and most of it stopped when I switched to a static-ish IP addr - the rest of the setup did not change

I think mostly your IP reputation, google cookies and also uncommon browser or configs which change your browser fingerprint

I guess one could even go as far as to say that f.d.o indirectly discriminates based on the location of the user in cases where its common to share IP addresses (e.g. CG-NAT / VPNs / shared connections for apartment buildings / neighborhoods)
