it extends `.intel-adl-test` which makes it a pre-merge job, then extends the manual job... then anyway overwrites the rules but references `.intel-adl-test` first (which is pre-merge)

mupuf: yup, I had it originally for pre-merge, but I had to wait for ack from CI team, so I changed it to nightly to have at least something. in the end it seems to run in premerge anyway..

that being said... it seems to be a bit of a foot-gun. Maybe we should do the same as for zink? Move the CI to the rusticl folder and try to avoid these complex extends/rules?

for me personally what I'm seeing, Intel has too much includes and non-cleanly specified definition, almost no "rules: !reference []" logic there, random rules everywhere..

what I'm kinda sad now, is that rules includes usually contains "stage:", which means I have to drop it into "include:" and "rules:", because rules won't include the stage
