<CosmicPenguin> fwiw, I figured out my issue - the vfe clocks are shared by csid, so vfe is setting the rate and then csid is changing it back to whatever default it had. Looks like this is a side effect of https://git.kernel.org/pub/scm/linux/kernel/git/torvalds/linux.git/commit/?id=b4436a18eedb8d93e148d009b145b4ae142e6f9d that made vfe initialize before csid for 8250 reasons
