filimonic: two things need to be checked: /sys/firmware on the running board to make sure DT really contains what is needed for this peripheral; presence of the driver in the kernel in /sys/bus/.../drivers/

filimonic: since this is a built-in switch in mt7621 the driver is going to be present in any build, so it's most likely your DT is missing something, probably as simple as status=okay.
