I've hit a slight problem with the sysval upload rewrite...

The new upload code requires each sysval to be either uploaded by UBO or pushed, but if mir_is_direct_aligned_ubo fails for a sysval load due to misalignment then only some loads of a sysval will get pushed, and bad things will happen
