<bentiss> i.e: no emails, pipeline creations, forks, etc happening right now
<bentiss> note: this situation is normally not happening while we do an upgrade, but the sidekiq chart has changed enough to not leave us the old replicas around
<bentiss> migration is now done, services are slowly restarting
