(answering my own question, looks like systemd stop gitlab-runner.service && systemd restart podman.service && systemd start gitlab-runner.service is it)

daniels: last time I had the issue only restarting podman was enough. But restarting gitlab-runner is not an issue also simply because it has to wait for any jobs to terminate, and when podman is not happyu, no job can run :)
