last I checked (a couple months ago) IIRC variables from rules: where not supported, or maybe under some conditions or something, but I couldn't test; I'll test now to see if we can finally fix this

mupuf: unfortunately there is still no way to refer to the upstream repo (or any other repo), so we still can't use compare_to: until the bug in https://gitlab.com/gitlab-org/gitlab/-/issues/424584 is fixed by gitlab, unless we disable fork pipelines :(

and given what I've seen so far I would not be surprised if gitlab ignores the obviously-broken design bug report forever; they seem to very much be paid by the feature and are happy to merge broken features and never fix them, instead moving on to the next mis-designed feature they can rush
