the "secure" watchdogs don't seem to work, I see TF-A panic because it's still alive after the timeout

is bit 16 of 0x7000060 (HOSC_32K_DIVIDER_ENABLE) set? possibly that 24M/750 divider is the same one used for the watchdog

it's also possible that some leftover state is preventing the BROM from accessing the SD card
