Ooooh, OK. There isn't any default way to do what you're asking. I think the ideal way would be to further restrict the regdb artificially, because your cards shouldn't be transmitting 'on the wrong bands'. The logic to set up the wireless defaults is in package/kernel/mac80211/files/lib/wifi/mac80211.sh.
