okay, I think I have resolved the issue

libinput is (correctly, as expected) defaulting to `adaptive`, and nothing on my system changes that

however, one of the peripheral buttons on my mouse seems to toggle mouse acceleration?

it's actually the DPI cycle button. maybe i am mistaking high DPI (<=> high speeds) for lack of mouse acceleration

yeah, that was a good question about wl_surface.commit ordering vs. actually carrying out the update. I don't think it's written down anywhere, so it is very logical (and unintended IMO) to come to the conclusion that the commit ordering must be preserved.
