Quick question, how does the foreign toplevel management protocol work? I originally thought there was a manager that could fetch all toplevels and etc, but that doesent seem to be the case.

That protocol sends events when toplevels are created and destroyed

xdg-foreign does not give you a list, but instead a mechanism for two Wayland clients to cooperate to set up toplevel parent/child relationships (which are normally only possible between toplevels made by the same client)
