values might be for marcan's Glasgow which supported 1.65V or so on the uart

TX is 1.8V, I=V/R = 1.8/(470 + 220) = 0.026 => drop over 220 = 220 * 0.026 ~= 0.58, then left 1.8V - 0.58V = 1.22V
