So like in the future: if something like that happens where someone's asking for CI access but doesn't have a project in mind, it's fine for us to just reject the request and leave their username active - then they can just file a request once they do have a project idea in mind. We shouldn't be removing people's accounts entirely for making a mistake like that tbh.
