bentiss: I'm trying to use the fd.o cloud gitlab-runner provision stuff instead of rolling my own for the mesa-swrast runners, but apparently because it uses podman instead of docker, we end up with a cgroup pid limit, and that's breaking mesa tests. any idea how to fix that?

I'm running at about 640-690 pids in the system during testing (watching every .1s), so we should be nowhere near the podman arbitrary default 2048 pids limit
