not personally, but oversized or otherwise non-spec WLAN cards in routers/ APs is not at all uncommon (the BPi r4 wifi7 card is such an example as well, as were internal PCMCIA cards in the olden days of gore, the very early Linksys WRT-54* devices)

for qca9980 it's similar, firmware is called qca99x0 and also support qca9990

qca9984 vs qca9994 is the difference between consumer- and enterprise chipsets, wtih stricter quality control, temperature ranges, etc

mikrotik routerboards are often actually the same case, same soc but a different card installed. they sometimes swap 5GHz for LTE and stuff like that (wap ac for example)
