I've got this behavior in one of the windowing libs with wayland backend (winit): the cursor can be hidden, but when I try to make it visible again, the cursor stays hidden until I move it outside of the window borders. Developer kindly pointed out that this happens because my system lacks cursor theme (no entry in /usr/share/icons and XCURSOR_THEME is not set)

However, other wayland apps are able to hide and show the cursor while it stays within borders
