yes, this is just stage 2. stage 1 should never / very rarely updated

mps: in the gentoo context, "stable" means the "stable" package track (ACCEPT_KEYWORDS="arm64"), as opposed to "testing" (ACCEPT_KEYWORDS="~arm64")
