yes, it's a fix, and those can (and should) go in anytime

regardless: it's a DT fix, so the kernel releases are less important anyway. For instance it will appear in U-Boot automatically now, and if you boot with $fdtcontroladdr, you will get the fix even for older kernels

btw: I think you should not easily abandon your old patch. It would be good to see where the original voltage levels came from, b/c I thought there would be from Anbernic already
