I've grabbed a new sim card, popped it in - and by default (even without the sim) ModemManager sees the modem ... but I went through the FCC unlock and linked "sudo ln -sft /etc/ModemManager/fcc-unlock.d /usr/share/ModemManager/fcc-unlock.available.d/*" - but that then prevents ModemManager seeing /any/ modem ?
