waddlesplash i checked a 60 fps video and it does the same thing, can play full fps if a few pixel smaller than full screen. I use the 32 bit one, perhaps it was not tested enough unlike the 64bit one. It is quite noticable, it give a very old webcam vibe framerate to videos.
