as400[m]: I think most of of the third-party server cores had no aarch32 mode, but those also didn't make it into production. Fujitsu A64fx, Vulcan/ThunderX2 and Hisilicon Kunpeng have no aarch32 support IIRC, though Phytium, Xgene and anything based on Neoverse N1/V1 do.
