will use /dev/net/tun however I don't believe that we can use the concept used in dco_freebsd.c since it is for specifically freebsd and won't be ran on Haiku and the fact that TUN/TAP are used for much more than VPN's

Hmm... I can't seem to get it to work on VirtualBox using UEFI.

On non-x86 real hardware (riscv64, arm[64]) UEFI is only supported boot method.

At least on QEMU Haiku UEFI boot is working. Not tried VirtualBox UEFI.

VirtualBox just opens a dialog box asking me what ISO image I want to mount, because it failed to boot from the Haiku ISO using UEFI mode.

I think it may be because UEFI support in VirtualBox is still a little buggy. Oracle were kind of late to the party. VMware has had UEFI support for quite some time.

UEFI confirmed to be bootable on VMware. I get a Haiku logo, but none of the icons below it are turning to color.
